Provincial Revenue Report 2004-2007

The Review of Provincial Revenues 2004-2007 helps us understand for, the first time, the types of revenues each Provinvial Government, the National Capital District Commission and the Autonomous Region of Bougainville collects, which of these Governments collects more revenue than others and why, and where revenues have been increasing or decreasing over time. That is truly significant. No one has done this before.

The analysis also offers Provinvial Governments information about how they can improve revenue collection and devote more money to ensuring better service delivery for the people of PNG. The report also offers some practical tips to Provincial Governments about addressing budgeting and revenue management issues such as the accurate recording of revenue information and ways to better forecast revenue. Its More Than Numbers (Review of 2006 Provincial Governments Expenditure)

NEFC's It's More Than Numbers provides a detailed analysis of emerging trends in provincial expenditure patterns, with a focus on ensuring that there is better service to the people of Papua New Guinea across the Provincial Governments' core service delivery responsibilities in health, education, transport infrastructure maintenance, agriculture and village courts. It's More Than Numbers was officially launched by the Secretary, DPLGA, Menasupe Zurenoc at the National Budgetting and Planning Officers meeting on 4 September, 2008.

The report is an essential analysis of Provincial Governments' spending performance in core service delivery areas and, as the second edition, starts building up a picture of where Provincial Governments' performance are improving in priorotising service delivery to their people between 2005 and 2006 and where future improvements are necessary. Legislation is about to be presented in Parliament and implementation with partner agencies and provincial and local-level governments will follow shortly. In anticipation of this, NEFC is putting together a team of enthusiastic and experienced professionals to drive the implementation of these significant and far-reaching reforms.
