RIGFA Activity:  Cost of Services Study

This study informs the RIGFA about the costs of delivering Provinces' agreed responsibilities, and the variation in these costs between Provinces.

Methodology

  • Work out the logical steps from responsibilities specification to activities and costs

  • Agreeing on service delivery responsibilities, activities & resources required

  • Estimating the cost of resources required

  • Incorporating district and province-specific data

Expected results

  • An estimate of the total aggregate cost of service delivery by sub-national governments

  • An estimate of province & district specific costs of delivering services

  • An estimate of an aggregate cost for each sector (eg education, health, agricultural extension)

  • A detailed database of existing provincial service delivery infrastructure

Potential uses of costing information

  • Inform the RIGFA about the cost variation between provinces

  • Improve provincial budget processes

  • Provide detailed reports & maps of each district to stakeholders

  • Development of database information for public use
