RIGFA - Responsibility Specification Exercise

Background

The Responsibility Specification Exercise (RSE) is primarily aimed at obtaining agreement and understanding about the roles, functions and responsibilities of each political and administrative level of government - National, Provincial, Districts and LLGs. 

There is currently no comprehensive reference document developed by consulting all levels of government about responsibilities.  THE RESULT: general state of confusion and many disagreements about responsibilities between levels of government.

The main purpose of this study is to inform the RIGFA about which level of government currently:

  • Decides on the activity or function
    ie. Legislative and policy responsibilities

  • Actually performs the activity or service
    ie. Implementation and operational responsibilities

  • 3.Pays for the activity
    ie. Who is responsible for responsibilities

In particular, it is essential for the RIGFA to know which government is responsible for paying for what functions, so that funding can be allocated in line with functions and responsibilities.

Responsibility Specification Matrices

To map the responsibilities at different levels of government, the NEFC has constructed matrices showing policy, implementation and financing responsibilities across all activities of government.  Click here for a sample matrix showing how the "extension services to smallholder coffee producers" activity is split among the levels of government.

How did NEFC construct the matrices?

  • Not a desk-based exercise.

  • Concentrated on key sectors (eg agriculture, education, health, infrastructure, lands, justice

  • For each very specific function, we asked a range of national officers: who do you think has the policy, implementation and funding responsibilities?

  • NEFC then travelled out to selected Provinces and asked provincial officers to give their opinions on the ‘national view’.

The key output of this study will be an agreed list of responsibilities for each level of government.  1.
