Provincial Budget Screening Committee
For the first time in 2007, the NEFC was asked to become a member of the Provincial Budget Screening Committee (BSC). NEFC has been recommending Provincial and LLG Grants to Treasury for the last few years.

Cost-Capacity-Performance
In October 2007, NEFC released a report titled; Cost-Capacity-Performance. The review covered all expenditures in 2005 by Provincial Governments.

More money is a cry from many, if not all provinces. But do we need it? How do we spend the money we already have? And is it spent on basic services that are critical to the wellbeing of our people? The report seeks to answer those questions.

Part of the report was presented by the Chairman, Dr Nao Badu at the recent National Development Forum at the Parliament House in Waigani. (Click for more information)  

Least Developed District Grant

The Least Developed District Grant was introduced to assist those with the lowest socio-economic conditions to improve their lives.

It was intended to only assist districts where the provincial government lacks the fiscal capacity (low internal revenue per head) to address under-development through use of its own resources.

The funds available for the LDD Grant, is less compared to the need and it is important that costs are not unnecessarily incurred on administration.

It was recommended that the grant be distributed using the Education Subsidy system. Education remains the foundation for any form of development. A basic education provides opportunity. It helps the adoption of improved health care, it makes it easier for people to pursue income earning opportunities and it provides a person more control over his/her life.

RIGFA - the Review of Intergovernmental Financing Arrangements

Background

In late 2001, the National Executive Council determined that NEFC should review the system of financial grants and transfers from the National Government to Provincial and Local-Level Governments.  NEFC is undertaking a broad analysis of the whole system, focusing on:

  • fiscal affordability
  • funding-related causes of service delivery deterioration
  • collating better information about Provincial and Local-Level Government fiscal performance, needs and administrative capacity.

In May 2003 the RIGFA Interim Report was released.  The report made some initial findings and observations about the current system of fiscal decentralisation.  The Interim Report contained proposals for short term reforms to the current system, while the NEFC finalises proposals for a more permanent system.

An overview of the RIGFA

RIGFA is mostly about answering 2 questions:
  • First, how much should Provinces and LLGs get from the nation's total revenues?
  • Secondly , how should we divide this share up among the Provinces and LLGs?
The NEFC is taking six key steps to answer these questions:
Step 1: Find out what provinces are responsible for funding

Step 2: Determine what those responsibilities cost

RIGFA Activity:  Cost of Services Study
Step 3: Estimate how much revenue provinces have the capacity to raise on their own to pay for these responsibilities
RIGFA Activity:  Tax and Revenue Study
Step 4: Determine if provinces can raise more revenue

RIGFA Activity:  Tax and Revenue Study
Step 5: Should more (or less) of the national resource envelope be given to provinces?

RIGFA/Department of Treasury activity:  Splitting total resources between National, Provincial and Local-Level governments
Step 6: How should the provincial share be divided between provinces?

RIGFA Activity:  Designing intergovernmental grants and transfers

The Commission intends to put forward options and directions for reform of the current system over the course of 2005.

The NEFC is at an exciting stage in developing reforms to the intergovernmental financing system that will improve basic service delivery to all Papua New Guineans. Legislation is about to be presented in Parliament and implementation with partner agencies and provincial and local-level governments will follow shortly.
