Mission
To develop and maintain fair, equitable and transparent intergovernmental financing arrangements that support improved quality of life for all Papua New Guineans.

Main Roles and Responsibilities
Providing advice on the level of grants to Provincial Governments and Local-level Governments

•determining the minimum amount of conditional complementary support grants to Provincial and Local-level Governments (Organic Law on Provincial Governments and Local-level Governments, Section 95(3));

•determining the minimum amount of the District Support Grant in consultation with the Heads of the Departments of Treasury and Planning  (OLPGLLG Section 95A);

•determining any adjustments to be made to the rates of funding for Provincial and Local-level Governments, where a Provincial or Local-level Government is severely disadvantaged or excessively advantaged by the formula components of the grants, in consultation with the Heads of the Departments of Treasury and Provincial Affairs  (OLPGLLG Section 96);

•determine the level of funding for Provincial Governments and Local-level Governments when there is a serious down-turn in the National economy (OLPGLLG Schedule 1.2);

•advise the Minister for Finance on adjustments to the base minimum figure for Provincial and Local-level Government grants proportionate to the decrease or increase in the cost of living or Consolidated Revenue (OLPGLLG Schedule 1.7);

•apportioning the export value of goods (for the purposes of calculating derivation grant), where the origin or value of the goods cannot be identified  (OLPGLLG Schedule 6.5, Section 97).

Providing other  advice in relation to Provincial and Local-level Government funding

•consider and coordinate requests by Provincial Governments and Local-level Governments for foreign grants, loans and other financial assistance for development purposes (OLPGLLG Section 117(8)(a)(ii));

•ensure that Provincial Governments and Local-level Governments receive obtain a fair share of national wealth and make recommendations to the Treasurer on the allocation of grants to Provincial Governments and Local-level Governments  (OLPGLLG Section 117(8)(a)(iii)).

 Providing economic advice to the National Government

•provide macro- and micro-economic assessments of issues relating to the development of rural and urban communities (OLPGLLG Section 117(8)(a)(i));

Providing advice in relation to planning and financial management

•receive annual audits of Provincial Governments and Local-level Governments  (OLPGLLG Section 113(8));

•review accounting practices and make recommendations on sound financial management policies to the Minister for Finance  (OLPGLLG Section 117(8)(a)(iv) and (vi));

•assist the Provincial and local level services Monitoring Authority (PLLSMA) to assess the planning and implementation systems of the Provincial Governments and Local-level Governments  (OLPGLLG Section 117(8)(b)(i)).

The Commission members is made of prominent and well respected individuals in the society. Current membership is under review and will be refered to the National Executive Council for appointments.The Commission is supported by a secretariat of professional and administrative staffs. The Secretariat ensures that the Commission functions and carry outs it duties.The NEFC has also benefited from technical advice and assistance provided by the Australian Government through AusAID to carry out the RIGFA.
